Launching Ceremony of KAIST Ne..

The launching ceremony for the KAIST New Deal R&D initiative for the COVID-19 response project team was held on August 11th. The ceremony was attended by KAIST President Sung-chul Shin, Vice President for Research Hyun Wook Park, Vice President for Planning and Budget Suchan Chae, as well as Project Team Leader Choongsik Bae (Dean, College of Engineering) and 40 participating professors. The ceremony consisted of a signboard hanging ceremony for the KAIST New Deal R&D initiative project team, congratulatory speech, presentation on the progress of the project and greetings from the professors in charge of the respective sub-projects. KAIST President Sung-chul Shin expressed high hopes for the project, saying, “In 50 years, when the time comes to write the history of KAIST’s first century, the ‘KAIST New Deal R&D Initiative for COVID-19 Response’ will be recognized as an important achievement in the pages of our history,” and advised the participants to “work on this project with the determination to contribute to this historic achievement.”

It is my honor to participate in this meaningful campaign thanks to the nomination from Professor Guk-Heon Cha, Dean of Seoul National University College of Engineering. I would like to begin by expressing gratitude to the staff at the Korea Centers for Disease Control and Prevention as well as medical professionals for handling the COVID challenge with decisive action and dedication. KAIST College of Engineering is working on a New Deal of Technological Responses to COVID-19. We have organized the Council for Defeating the Virus and Building a Healthy Society to develop science and technology based solutions for national disasters and threats to safety and hygiene in our everyday lives such as infectious diseases through the MCM project for constructing mobile facilities for contagious diseases, with the vision to create a new industry and drive national economic growth in the post-corona world. The COVID-19 crisis will prove to be an opportunity for renewed economic development through the growth of anti-virus industries that contribute to the health and prosperity of humanity and propel Korea to leadership in the medical industry. On June 2nd (Tue), Dean Choongsik Bae of the College of Engineering conducted the 2020-2 Meeting of the Operating Committee of the Council for Defeating the Virus and Building a Healthy Society (hereinafter “Council”) at Guleume, Seo-gu, Daejeon. Professor Sung-Chul Shin, president of KAIST and chairman of the Council, began the meeting with opening remarks, saying that the “Council which was formed to overcome the COVID-19 crisis, build new industries and contribute to creating a healthy society for all humanity was able to establish its direction and make great progress through the operating committee and general meetings.” He predicted that “the Council will be a platform for achieving cooperation between medicine and science and technology, with information sharing and collaboration between institutions in Daejeon, centered around Daedeok Innopolis, becoming a new national benchmark for collaboration,” and called on the operating committee to play its role in achieving this vision. In the discussions that ensued, the participants shared a summary of the 1st operating committee meeting held on April 29th, and considered the composition of working groups (5 working groups- diagnosis, protection, clinical support, treatment, vaccine), membership of institutions in the Council, website content, and future plans. 10 operating committee members were present at this meeting, which included KAIST president Sung-Chul Shin (chair), College of Engineering Dean Choongsik Bae (Administrator), Daejeon Science and Industry Bureau Chief Chang-yong Mun (representing Vice Mayor Yoon-gi Jung), Chungnam National University Hospital Director Hwan-jung Yoon, Bio-healthcare Association Chair Pil-jae Maeng, Bioneer CEO Han-o Park, Sugentech CEO Mijin Son, Innopolis Foundation Chairman Seong-gwang Yang, Hanbat National University president Byoung-Wook, Choi, and Daedeoknet CEO Lee Seok-bong.

Dean Choongsik Bae of the College of Engineering conducted the 2nd Meeting of the Council for Defeating the Virus and Building a Healthy Society on May 13th (Wed). While the meeting was held as an online video conference to prevent the spread of COVID-19, Dean Choongsik Bae (Council administrator) was joined by KAIST president and Council chair Professor Sung-Chul Shin, and congressman Sangmin Lee of Yuseong-gu. Dean Choongsik Bae began the meeting by expressing his hopes for the meeting to become a good example of collaboration, while president Sung-Chul Shin thanked the participants, saying “this 2nd meeting of the Council for Defeating the Virus and Building a Healthy Society (hereinafter “Council”), following the inaugural meeting on April 21st is a highly meaningful one.” President Shin stressed, “the goal of this Council is to share information between institutions, build networks and ultimately provide a platform for collaboration to respond to the COVID-19 crisis,” adding, “Minister Choi Ki-young of the Ministry of Science and ICT agreed that the Council, established under this objective, could become an example of success in overcoming the COVID-19 crisis.” President Shin revealed “the Council will operate 4 working groups- diagnosis and protective equipment, treatment, vaccine, and clinical support, to maximize efficiency and effectiveness,” before concluding his opening speech with the “hope that this meeting will be informative, with discussions on the various action strategies of the council and information sharing.” During the meeting, Bioneer CEO Han-O Park gave a presentation on the development of COVID-19 test kits and treatments, Dr. Doo-byoung Oh, Director of Research Strategy Division at the Korea Research Institute of Bioscience and Biotechnology shared information on COVID-19 responses and R&D support at KRIBB, while College of Engineering Dean Choongsik Bae presented the New Deal in Science Technology for COVID-19 Response project. In the floor discussion after the presentations, the participants shared decisions made by the operating committee of the Council, and further discussed the composition and operating methods of the working groups as well as the construction of the Council’s website. In his closing speech, President Shin said “the three presentations were very informative, there will have to be efforts made at the working group level in the future to actualize the ideas proposed,” stressing, “strategies to share and use the resources of hospitals such as the medical device clinical trial centers for the fast and successful commercialization of technologies against the virus should also be implemented.” There were over 50 participants attending this meeting both online and in-person, including KAIST president Sung-chul Shin, congressman Sangmin Lee of the Democratic Party, professor Su-chan Chae, Vice President for Planning and Budget, professor Choong-sik Bae as well as representatives and staff-in-charge at key institutions within Daejeon and Daedeok innopolis, such as medical institutions- Konyang University Hospital and Chungnam National University Hospital, enterprises in the Bio-healthcare Association, government funded science and technology research institutes under the Association of Innopolis Institution Leaders, and the Innopolis Foundation.

< Dean Choongsik Bae of KAIST College of Engineering leading the discussions. > The companies, universities, research institutes, hospitals and local government of Daedeok Innopolis are joining forces to overcome the COVID-19 crisis. The Council for Defeating the Virus and Building a Healthy Society, comprising 24 institutions from industry, academia, research, medical services and government located in the Daedeok Innopolis, was launched on the 21st. Its goal is to overcome the crisis through technology-based solutions and to build a new bio-medical industry to steer the national economy in the post-corona era. In other words, it brings together various science and technology institutions to find technological solutions to problems arising in the medical field. The council brings together 24 institutions in an “Avengers” type super team that includes Chungnam National University Hospital, Konyang University Hospital, Solgent, Bioneer, Sugentech, LG Chem Research Park, Innopolis Foundation, Bio-healthcare Association, ETRI (Electronics and Telecommunications Research Institute), Korea Research Institute of Bioscience and Biotechnology, Korea Research Institute of Chemical Technology, Daejeon Metropolitan City, Daejeon Business Agency, Daejeon Federation of Science and Technology Societies and Daedeoknet. KAIST is playing a central role in the council. The university brought together professors at the College of Engineering late last month to brainstorm solutions for the COVID-19 crisis, while over 20 professors specializing in medicine and life sciences held planning meetings every other day for over two weeks to draft the “New Deal Policy for Science and Technology in COVID-19 Response”. A united front among all institutions involved was deemed necessary in its implementation, thus the joint council among 24 institutions was formed. At the inaugural meeting of the council, chaired by the Dean of KAIST College of Engineering, Professor Choongsik Bae, KAIST President Sung-chul Shin was appointed as the chair of the council. "The history of mankind is one of rising up and responding to challenges. The response to the coronavirus challenge shall determine the countries that rise and those that fall,” said President Shin in his speech. President Shin also stressed, “information sharing and collaboration among various institutions will be crucial. I hope this council will be a platform for information sharing and collaboration among industry, academia, research, hospitals and government.” The founding ceremony which was held online and was comprised of presentations on ▲the medical community’s response to communicable diseases, challenges and suggestions, ▲introduction to KAIST’s New Deal Plan for Science and Technology, a reusable smart mask case study ▲ new diagnostic kit and treatment technologies being developed by bio venture businesses in Daedeok. Mayor Tae-jeong Heo of Daejeon pledged the city’s support, saying, "Daejeon Metropolitan City will also work with the council to develop Daejeon into a global hub of bio-health and antiviral technologies." National Assembly member Sangmin Lee (Democratic Party of Korea) also shared his hopes for the Council, saying, "Daedeok Innopolis is where government-funded research institutes, private sector research institutes, hospitals, enterprises and venture businesses are gathered in one place. I hope the newly launched council will lead the way in cooperation among universities, research institutes, hospitals and industry to solve the coronavirus challenge, establishing a global standard for coronavirus response. I hope that its contributions will go beyond the region to benefit all humanity. The National Assembly will also do its best with legislation and budget allocation.”

(Photo= Reporter Kim In-han) > "Although there had been discussions about the need for collaboration within Daedeok Innopolis, it wasn’t achieved because we could still get by without it. However, the COVID-19 crisis has made it impossible not to collaborate. The nanofiber filter mask developed at KAIST demonstrates a high level of technology. Such advanced technologies require collaboration among different fields. Nobody can work alone. Collaboration is inevitable. A consultative group has become necessary." Dean Choongsik Bae of KAIST College of Engineering stressed the need for collaboration in explaining why the council for COVID-19 response was formed. KAIST first devised a science and technology-based solution for overcoming the COVID-19 crisis, named the New Deal Policy for Science and Technology. In the New Deal, science and technology forms the core strategy for overcoming the COVID-19 crisis, by responding to demand in the medical and healthcare sector. Collaboration with enterprises, research institutes and hospitals are necessary for such a strategy, and Dean Bae played a central role in the formation of a multi-sector joint council to that end. Dean Bae explains that scientists have to present solutions to practical problems in the medical field in order for the COVID-19 response to be effective. "No matter how great scientists are in their fields of research, they should not be developing technologies that are not required in the practice of medicine and healthcare,” he said, adding, "Industrial actors have to listen to what the medical and healthcare community really needs, and develop technologies correspondingly. Thus, the council has to mesh all the different sectors together in collaboration." To this end, KAIST has organized the 'Council for Defeating the Virus and Building a Healthy Society', a joint council bringing together actors from industries, academia, research, hospital and the government. Think of it as the “Avengers” of Daedeok, bringing together institutions such as Chungnam National University Hospital, Konyang University Hospital, Solgent, Bioneer, Sugentech, Genomictree, Genofocus, PharmAbcine, E＆S Healthcare, Y-Biologics, LG Chem Research Park, Innopolis Foundation, Innopolis Institution Directors’ Council, ETRI (Electronics and Telecommunications Research Institute), Korea Research Institute of Bioscience and Biotechnology, Korea Research Institute of Chemical Technology, Korea Institute of Machinery and Materials, Korea Institute of Geoscience and Mineral Resources, Korea Research Institute of Standards and Science, Daejeon Metropolitan City, Yuseong-gu, Daejeon Business Agency, Daejeon Federation of Science and Technology Societies and Hanbat National University. ◆ "KAIST and Daedeok Growing Together" A large scale regional consultative body has been established to overcome the COVID-19 crisis. This has led to hopes that the culture of “to each his own” could be transformed into a culture of cooperation in Daedeok, unleashing the potential of the Innopolis. According to Dean Bae, "the COVID-19 crisis has created an environment in which it is impossible for anyone to work alone… through this collaboration, I hope we will experience small achievements coming together to create synergy, and ultimately build a sustainable system of collaboration." KAIST’s position on the COVID-19 pandemic is that it should bring the Daedeok Innopolis community together, to seize the opportunity to prove the power of K-science to the world. This situation creates necessary and sufficient conditions for KAIST and Daedeok to grow together.” "The COVID-19 crisis has led to a growing trend of localization… the greatest challenge for Korea as an export-dependent economy is for local innovation entities to join forces to generate a new industry for global market entry,” says Dean Bae. Based in Daejeon, Daedeoknet is an online news agency specializing in science and technology. It requested an interview with KAIST faculty in order to hear about their timely actions to find solutions for the COVID-19 pandemic. All the reporters at the interview entered the venue after disinfecting their hands and putting masks on. While answering their questions, Dean Choongsik Bae also wore a mask to prevent infection.
